Minnesota Executive Council

The State Treasurer is specifically designated as an "executive officer" of the State in the Minnesota Constitution. See Article V, Section 1.

In addition to the constitutional designation, the legislature also enacted legislation creating an "Executive Council." This legislation is in Chapter 9 of the Minnesota Statutes.

The Executive Council consists of the Governor, Lieutenant Governor, Secretary of State, State Auditor, State Treasurer and Attorney General. The Governor is chair.

Depositories of State Funds

Among the duties of the Executive Council which are of special interest to the State Treasurer are those relating to depositories of State funds. These depositories must be designated by the Executive Council pursuant to Minnesota Statutes, Section 9.031. Public Lands

Minnesota Statutes 9.071 grants to the Executive Council various powers, including the settlement of claims, with respect to timberlands, lands acquired from the United States, lands subject to delinquent drainage assessments, transfer of lands between departments of State government, sale or exchange of lands within national forests, approval of acquisition of land for camping or parking area, modification of iron leases, awarding permits to prospect for iron ore, approval of rules fo issuance of permits to prospect for minerals under state lands, and construction of dams. Generally, the Executive Council meets quarterly, usually in the first or second week of March, June, September and December. The executive secretary of the Executive Council is the Commissioner of Administration.
