Tom Sullivan, Provost, University of Minnesota
Show BiographyHide Biography
Tom Sullivan is the Senior Vice President for Academic Affairs and Provost at the University of Minnesota with responsibility for managing the policies and practices that affect the academic life of the university as a whole. Sullivan served as the eighth dean of the University of Minnesota Law School from 1995 to 2002. Upon finishing his term as dean, he returned to full-time research and teaching and was named the Irving Younger Professor of Law. In 2005, he was appointed the Julius E. Davis Chair in Law. Before coming to the University of Minnesota, Sullivan served for six years as dean of the University of Arizona College of Law and as associate dean at Washington University in St. Louis. Sullivan graduated magna cum laude from law school at Indiana University in 1973.

Scott Pattison, Executive Director, National Association of State Budget Officials

Scott D. Pattison serves as the Executive Director of the National Association of State Budget Officers (NASBO) in Washington, D.C.
Founded in 1945, NASBO serves as the professional organization for all state budget officers of the fifty states and U.S. territories. NASBO collects data and publishes numerous reports on state fiscal conditions. The association also provides training for members and provides public officials, the media and citizens information on state financial management and budgeting.
Prior to coming to NASBO, Pattison served for four years as Virginia's state budget director. Previous to serving as a state budget officer, Pattison headed the Regulatory and Economic Analysis section of the Virginia Department of Planning and Budget. He also served in a variety of capacities in the office of the Virginia Attorney General, including as Counsel. Pattison served on several boards in Virginia, including the Debt Capacity Advisory Board, the College Building Authority and the state's Performance Management Advisory Committee.
Pattison began his career with the federal government serving in several positions at the U.S. Federal Trade Commission (FTC) in Washington, D.C., including as an Attorney-Advisor. He also briefly ran a small non-profit focusing on consumer protection issues. Pattison graduated Phi Beta Kappa from the George Washington University in Washington, D.C. in 1984 and received his law degree in 1987 from the University of Virginia, where he was inducted into the Raven Society.

Doug Baker, CEO, Ecolab

Doug Baker serves on the Itasca Project task force on Job Growth, chaired by Ken Powell of General Mills and Marilyn Carlson Nelson of Carlson. Baker, CEO of Ecolab, joined Ecolab in 1989 as a marketing director in the Institutional Division. Since then, he held a series of positions with increasing responsibility, including European Director of Institutional Marketing, Vice President and General Manager of Kay, and Senior Vice President of the Institutional Sector. He has been Ecolab's President and Chief Operating Officer since 2002. Baker was elected to Ecolab's Board of Directors in February 2004.

Gopal Khanna, MN State CIO

Gopal Khanna is the lead co-chair of Minnesota's Commission on Service Innovation. He served as Minnesota's first State CIO, appointed by Governor Tim Pawlenty, from 2005 through 2010. Khanna led the Office of Enterprise Technology, overseeing the statewide IT planning and budgeting process, and advising the Governor on enterprise technology issues.
As a member of the Governor's Cabinet, Khanna engineered the functioning and structure of a new cabinet-level agency and developed strategic technical and operational plans for the organization. Khanna negotiated unprecedented consolidation agreements with key agencies to implement and model appropriate shared and utility services, including networking and data centers. Khanna also instituted a major program of cultural change focused on collaboration, customer service, and continuous process improvement.
Prior to his position with the State of Minnesota, Khanna served in the administration of President George W. Bush in Washington, D.C., from June 2002 through August 2005, and is credited with leading major reforms in the federal government. Prior to his leadership role in government, Khanna was in the private sector where he held several corporate senior executive positions. He has a broad-based management background which includes experience in information technology, finance, operations, strategic planning, business development, and consulting. Khanna has a B.A. in economics, mathematics, and political science from Christ Church College in Kanpur, India, and holds an M.B.A. from the University of Maine.

Holli Baumunk, CEO, Bioscience Assoc and
former VP, Metro Denver Economic Corp.

Holli Baumunk is currently the President and CEO of the Colorado BioScience Association.
Prior to working with the Colorado BioScience Association, Ms. Baumunk was the Vice President of Economic Development for Metro Denver Economic Development Corporation for seven years. At Metro Denver EDC, she led efforts to get national site selectors plugged into Metro Denver again through highly notable Site Selection Conferences. She also oversaw a $15 million WIRED workforce grant from the Department of Labor and staffed the Colorado Space Coalition.
Before working at the Metro Denver EDC, Baumunk was the Vice President of the Jefferson Economic Council for seven years. Prior to JEC, Holli worked in several other economic development capacities including, working under Governor Roy Romer as the Front Range Business Development Representative for the Colorado Office of Economic Development, the Director of the South Metro Denver Chamber of Commerce's Economic Development Group, and the Small Business Development Center Director/ED Specialist for the Columbia River Economic Development Corp in Vancouver, Washington.
Ms. Baumunk received her Bachelor of Science in business from the University of Colorado. She is also certified as an Economic Development Finance Professional by the National Development Council.

Tom Stinson is an Associate Professor at the University of Minnesota's Department of Applied Economics and serves as the Minnesota State Economist. Stinson has a special interest in public finance and regional economic development. He received his PhD from the University of Minnesota in 1973.
