He was a member of the Democratic Party.

He came to Minnesota in 1857 and settled at Glencoe. He established the Glencoe Register with his brother. He moved to Chaska, Minnesota in the fall of 1857. (The Fifteenth Legislature of Minnesota. St. Paul: Press Printing Company, 1873)

Baxter Township, Minnesota was named for him.

He died at home in Fergus Falls, Minnesota and is buried in Mount Pleasant Cemetery in Chaska, MN.
