He was born on a farm. He moved to north Minneapolis, Minnesota after he retired.

He was elected to the Minnesota Railroad and Warehouse Commission as a member of the Farmer-Labor Party in 1934.

In 1933, the "House speakership had been offered to Charles Munn, a Republican progressive from Osseo who had attended the March 1932 state Republican convention but who later supported and campaigned for [Gov. Floyd B.] Olson." (Gieske, Millard L. Minnesota Farmer-Laborism, 1979, p. 173)

"In 1926, Mr. Munn was elected to his first term in the House of Representatives. He originally caucused with the Conservatives, but later found the Farmer-Labor party to better reflect his principles and philosophy." ( Minnesota House of Representatives Memorial Service, April 19, 1973)

He ran unsuccessfully as the Minnesota Farmer-Labor party endorsed candidate for the United States House of Representatives in Congressional District 3 in the 1942 election.

He ran unsuccessfully for the Minnesota Democratic-Farmer-Labor party endorsement to run for the United States House of Representatives in Congressional District 3 in the 1944 election. He lost the endorsement to William James Gallagher.

He funeral was heald at St. Vincent De Paul Catholic Church in Osseo, Minnesota. He was buried in the church cemetery.
