CORE: Minnesota Commission on Reform and Efficiency

This guide is compiled by staff at the Minnesota Legislative Reference Library on a topic of interest to Minnesota legislators. It is designed to provide an introduction to the topic, directing the user to a variety of sources, and is not intended to be exhaustive.

The Commission on Reform and Efficiency (CORE) was created by Gov. Arne Carlson and the 1991 Legislature (Laws of Minnesota 1991, Chapter 345, Article 1, Section 17, Subdivision 9). The 22 commission members appointed by the governor and the legislature were drawn from all walks of life and included leaders in business, education, and labor, as well as former public officials.

Part of the commission's mandated responsibility was to recommend long-term actions for improving efficiency and effectiveness, with the goal of improving the quality of state government. The commission surveyed employees, interviewed agency management, heard comments from those affected by government programs and the general public, developed case studies of executive branch agencies, and sought advice from the academic community.
