Minnesota State Budget
“$399 Million Surplus in FY 2010-11, $6.2 Billion Shortfall in FY 2012-13”
This headline from the 2010 November Forecast sets the agenda for the 2011 legislative session: eliminate the projected $6.2 billion budget shortfall and create a FY2012/2013 general operating budget for the state of Minnesota.
The budget creation process begins months before the legislature convenes. The state’s finance agency, Minnesota Management & Budget, coordinates this process and posts budget documents on its website. Profiles are created for each state agency;
these summarize the duties and programs of the agency, appropriations and expenditures for the previous fiscal year, and a forecast base budget for the upcoming fiscal year. When completed, the governor’s budget recommendations will also be posted on the agency’s website. Historical budget documents and statistics are also provided.
As the Minnesota Legislature works on the budget, committee actions and floor debates can be followed using the Legislature’s website. The House Fiscal Analysis Department, House Research Department,
and Senate Counsel, Research and Fiscal Analysis Office produce valuable data and documents about current and previous budgets. The Senate’s annual publication, A Fiscal Review of the Legislative Session, provides detailed budget summaries in an easy-to-use format. Finally, the Legislative Library’s State Budget Guide links to specific budget documents and sources.
