Constant Change
Regularly scheduled legislative elections take place every two years in Minnesota. When the votes are counted, membership in the Minnesota State Legislature has been established for the coming two years. Or has it? In reality, membership of the Minnesota Senate and House is not static between regularly scheduled elections. During the current 87th Legislature, four special elections have already been held with another two scheduled for 2012.
According to conventional wisdom, Republicans win special elections. Two-thirds of special elections have been won by Republicans since 1971; however, seven of the last eight elections have been won by Democrats. Political party strength in the House and Senate may also fluctuate during legislative sessions. Special elections may alter the margin between parties. In addition, individual legislators sometimes change party mid-term. Former senators Sheila Kiscaden and Charlie Berg changed parties several times.
