Clear Writing for Everyone

Whether drafting bills, writing reports, creating webpages, or communicating with colleagues or the public, clear writing is essential to the legislative process. Perhaps that's why "Clear Writing" is one of the more popular topics selected by users of the Library's "Inside Issues" article delivery service. In 2014, Governor Mark Dayton acknowledged the importance of concise communication when he issued an Executive Order titled, "Implementing Plain Language in the Executive Branch".

The Legislative Reference Library has helpful guides about clear writing and English language usage:

Garner's Modern American Usage - Bryan Garner has established himself as an authoritative source and engaging writer. This work includes not only guidance and rules; it offers entertaining essays, illustrative examples, and a "language-change index," which rates disputed usage on a five-stage scale from non-acceptability to acceptability. The Sense of Style: The Thinking Person's Guide to Writing in the 21st Century - Take it from a linguist and cognitive scientist, there's more to writing than the words and rigid rules.
