Firearm Legislation and Regulation
As state legislatures and the federal government gear up to tackle firearms legislation, a flurry of articles and studies are being released by a broad spectrum of groups. The Legislative Library recently added these reports:
“Firearms Laws in Minnesota: A Guide for Legislators” was released November, 2012 by the MN House Research Department. This extremely thorough report describes Minnesota laws and selected federal laws that regulate the possession or use of firearms in Minnesota, or provide penalties for criminal acts involving firearms.
A November, 2012 Congressional Research Service report, “Gun Control Legislation” includes discussion on recurring gun control issues that have generated congressional interest. The report also provides basic firearms-related statistics, an overview of federal firearms law, and a summary of recent legislative action.
NCSL’s publication, “Possession of a Firearm by the Mentally Ill – January, 2013”, provides links and summaries to state laws that address limitations on firearm ownership and use by persons “adjudicated mentally ill”. NCSL also supplies a summary of President Obama’s Gun-Control Proposals.
“Tough Targets: When Criminals Face Armed Resistance From Citizens” published by the Cato Institute asks the question - What would be the effect of depriving ordinary, law-abiding citizens from keeping arms for self-defense? They conclude: the law-abiding would be at a distinct disadvantage should criminals acquire guns from underground markets.
