Minnesota Constitutional Amendments
A popular research topic this summer has been the history of Minnesota Constitutional Amendments. Librarians have been busy identifying information on particular amendments and adding news articles, court documents, and other bits of trivia to our constitutional amendments notebook collection.
We have also added a variety of reports and books on the topic. For example, we recently added a 1961 report from the League of Women Voters, Doorway to Change: A Study of Minnesota’s Amending Process. The report’s author, Betty Kane, was active in the League for many years, and later served on the 1971 Constitutional Study Commission recommended by Governor Wendell Anderson. The Commission’s Amendment Process Committee issued a 42 page report that offered recommendations on “whether constitutional change would be better effected through a constitutional convention or by separate amendments” and on “such changes in Article XIV as would facilitate constitutional revision by either amendment or convention”.
