We stand ready to engage in discussions toreach a solution.As you know, ten days ago, the House DFL offered a concrete, practical short-term solution thatprovides immediate relief to Minnesotans facing the premium increases. The proposal would cappremiums at 10% of individual income and provide a prospective rebate to Minnesotans whomust pay premiums in excess of that. It is similar to a proposal that Senator Schmidt andRepresentative Davids introduced last year (although that was a tax credit). Senator Schmidtcarried the proposal into the tax conference committee but it stalled there. The proposal is alsovery similar to the Senate DFL proposal made last Thursday.Since we introduced our proposal, I've directed several members of our caucus who work onhealth care and insurance issues to continue to develop the proposal and reach out to theadministration, agencies, and other caucuses. They are doing so. I've spoken with MajorityLeader Bakk and other Senators to work toward a resolution.
