Text: At the start of the 1971 Minnesota legislative session, the Senate had 34 members who caucused with the conservatives and 33 who caucused with the liberals. On the first day of session, then Lieutenant Governor and President of the Senate Rudy Perpich ruled that Sen. Dick Palmer of Duluth could not be seated because of a pending election contest. Perpich then proceeded to cast the tie-breaking vote that allowed the liberal caucus to elect its candidate for Secretary of the Senate, Pat Flahaven, over the conservative nominee, George Goodwin. For the next two weeks, two versions of the daily journals were produced, one by George Goodwin and one by Pat Flahaven. On January 13, 1971, a Minnesota Supreme Court decision supported the conservatives and George Goodwin served as Secretary of the Senate during the 1971-1972 session.
