Governor Mark Dayton
116 Veterans Services Building
20 W 12th Street
St. Paul, MN 55155

Dear Governor Dayton,

As we arrive at the final day for you to sign the tax bill into law, I am writing to strongly
encourage you to sign the bill which passed the legislature with strong bipartisan support. To the
best of my knowledge, all legislative leaders have agreed to correct the inadvertent errors which
have rightfully caused you and others concern.

This isn't a Democrat or Republican tax bill; this is a bipartisan tax bill that provides substantial
relief for college students, low and middle income families, veterans, farmers, and small
businesses. The bill also includes funding increases for Local Government Aid (LGA) and County
Program Aid (CPA). Finally, it includes a new tax credit for those people living in Minnesota, but
working in Wisconsin.

I am not interested in participating in the political rhetoric which tends to dominate the
conversations at the Capitol. Instead, I prefer to get things done for the people we represent. We
don't always agree with each other on the issues, but I respect you as a person and as the
Governor of our great state. Let's show Minnesotans that Democrats and Republicans can in fact
work together in the best interest of the state by making the tax bill law and convening for special
session. As always, I will make myself available to anyone, Democrat or Republican, who is
willing to work together toward building a reasonable, bipartisan, long-term transportation
package, and bonding bill that could pass in a special session.

Finally, as we look forward to the 2017 legislative session, I would like to request your
partnership on a proposal put forth earlier this session by the Senate Purple Caucus to set a new 4th
deadline which would require conference committee reports to be posted for a minimum of one
week prior to the end of session. This would allow members of the Legislature, the
Administration, and the public to have the opportunity to read and digest the information. This is
an important reform that would drastically increase transparency and inclusiveness in the final
days of our legislative sessions.

Sincerely,
Senator Jeremy Miller
