Text: Dear Members of the Minnesota Legislature:
As you are aware, I have called a Special Session for today, October 18, 2010, in order to pass legislation to address the severe flooding last month in southern Minnesota.
Minnesota Statutes 4.03 provides that when the Legislature is assembled in a special session the governor will inform the legislature of the purposes for which they are convened. As set forth in my proclamation calling the Legislature into special session, immediate action by the state legislature is necessary to provide the necessary relief to those affected by last month's severe flooding in southern Minnesota, and the people of Minnesota will be best served by a one-day special session with the limited agenda of providing disaster relief.
In order to ensure a timely conclusion to the special session, I respectfully ask the legislature to limit your work to the negotiated disaster-relief bill. This bill also includes measures to address the damage inflicted across Minnesota by the June tornadoes.
