• HF 448 (Her) English learner programs revenue increased and money appropriated
• HF 2038 (Moran) Network for the Development of Children of African Descent literacybased programming grant funding provided
• HF 1761 (Her) Pupil non-exclusionary disciplinary policies and practices provided, and
report required

Health and Human Services
• HF 2114 (Moran) Face to Face Health and Counseling Service grant funding to provide
comprehensive medical care, mental health care, housing support, case management,
employment training and support, and other social services to low-income youth
• HF 2060 (Moran) Housing, health care, chemical and mental health, older adults
continuing care, operations, direct care and treatment, child and family services, and
disability services policy provisions modified
• HF 1258 (Moran) Childhood trauma-informed policy and practices task force established
to reduce children's exposure to adverse childhood experiences (ACEs), and address
racial and ethnic disparities related to family health and well-being.
• HF 1050 (Moran) Licensure and background checks for individuals and applicants
affiliated with licensed family child foster care
• HF 771 (Moran) Cultural and ethnic communities' leadership council governing
provisions modified to include compensation for members of the council

Criminal Justice Reform
Collect and Publish Data
• HF 997 (Long) Collect and Publish Probation Data
• HF 3109 (Edelson) Collect and Publish Juvenile Justice Data
Decriminalize Poverty by Curbing Ineffective Fines and Fees
• HF 1060 (Lesch) Criminal and traffic surcharge reduction or waiver authorized; courts
required to consider indigency or hardship before imposing fines, fees, or surcharges; and
notice required.
• HF 1061 (Lesch) Drivers' license suspension by the commissioner of public safety
authority modified, retroactive driver's license reinstatement provided, technical changes
made, and report required.
• HF 3085 (Tabke) Transit ambassador and administrative citation program established,
unlawfully obtaining transit services penalties amended, and report required.
Improve Police Community Relations
• HF 2709 (Mariani) Peace Officer misconduct data collection and publication mandated;
development of state police community relations standards mandated; Chief Law
Enforcement Officer investigations under BCA jurisdiction

Criminal Justice Reform
Reform Bail & Probation
• HF 1028 (O'Neill) Grant program to access local programs to address technical violations
by nonviolent controlled substance offenders expanded, report required, and money
appropriated
• HF 1934 (Gomez) Community Corrections Act subsidy increased, and money
appropriated. (as amended)
Reform Post-Conviction
• HF 40 (Dehn) Civil right to vote of an individual restored upon release from incarceration
or upon sentencing if no incarceration is imposed, and notice required.
• HF 739 (Mariani) Court time limit for hearing petitions for post-conviction relief
modified
• HF 2806 (Long) Clemency Review Commission established, Board of Pardons
procedures modified, and clarifying changes made.
• HF 982 (Long) Uniform Collateral Consequences of Conviction Act proposed for
adoption by the National Conference of Commissioners on Uniform State Laws, law
regarding collateral consequences and criminal offender rehabilitation conformed to the
uniform act, and money appropriated.

Housing
• HF 2844 (Moran) Community land trust property classification - property taxes
• HF 2436 (Moran) Community stabilization project grant funding to provide information
on tenant rights and housing services to increase housing stability
• HF 2060 (Moran) Housing, health care, chemical and mental health, older adults
continuing care, operations, direct care and treatment, child and family services, and
disability services policy provisions modified
• HF 3003 (Noor) Automatic sprinkler system installation in certain existing high-rise
buildings required
POCI Caucus' 2020 Legislative Priorities
Jobs and Economic Development
• HF 1736 (Moran) Contractors obtaining workforce and equal pay certificates required
• HF 2000 (Lee) Equity in the bonding bill; to fight for equity hiring in state bonding
projects
• HF 906 (Moran) Prohibiting employers from requiring past wage disclosure, and civil
penalties imposed
• HF 1932 (Moran) Saint Paul YWCA Career Pathways program funding for low-income
workers and workers from communities of color. The funds must be used to provide
comprehensive workforce development programs and services including but not limited
to training, education, workforce readiness, job coaching and support, job placement, and
post-placement support services
• HF 841 (Moran) Women of Color Opportunity Act: establishes grant programs for
organizations working with girls and women of color to fund the development of small
businesses, increase financial literacy, expand access to STEM careers, encourage
academic success, fund high-wage, high-demand nontraditional jobs, and provide
subsidized internships
• HF 3599 (Noor) Economic development; transferring funds to the emerging entrepreneur
loan program
• HF 3629 (Xiong, J.) Boys and Girls Club funding provided

increased

• HF 2779 (Xiong, J.) Political caucus interpretation services required for members of a
language minority
• HF 1183 (Xiong, J.) Voting instructions and sample ballots required to be printed in
languages other than English for designated precincts, and multilingual election judges
