Text: Dear Neighbors,I have the honor of serving as the Majority Leaderin the Minnesota House of Representatives. In thisrole, I lead a caucus of legislators from all partsof our state who work together to deliver betterschools, public safety, health care, and economicsecurity. It is my pleasure to share an updatedetailing a few major developments that couldimpact you and your family.~~Ryan WinklerMajority LeaderMinnesota House of RepresentativesPublic SafetyMinnesota must do more to provide public safetyin all communities and a justice system that serveseveryone. We are dealing with immense challenges,whether it be record-setting homicides, senseless gunviolence, juvenile justice failures, or the absence oftrust between law enforcement and the communitiesthey serve. Minnesota can and must do better. In adivided government where public safety has turnedinto a political football, lawmakers were in fact able todeliver some progress. Some highlights include revampingMinnesota's criminal sexual assault statutuesto improve justice for survivors; more funding for lawenforcement training; new regulations for no-knockwarrants; giving the POST Board more tools for accountability;and investing in crisis teams to respondto mental health calls.Mental HealthTo help address the rising need for mental healthservices, the Legislature made a historic investmentto increase hospital bed capacity, attract new mentalhealth care professionals, and expand the use of mobilecrisis services. This legislation also makes improvementsto better serve those involved in the criminaljustice system who are found not competent to standtrial. Minnesota can do more to be a national leader inmental health, and this year's work moves our state ina better direction.Recreational CannabisMore and more states are legalizing cannabis for recreationaluse. Here in Minnesota, it's no longer a matterof if we follow suit, but when. That's why for thefirst time in our state's history, the Minnesota Houseof Representatives passed legislation that would legalizecannabis for recreational use, create a regulatedcannabis market, and expunge prior cannabis-relatedconvictions. I was proud to be the lead author of thislegislation, which was based on extensive feedbackcollected during a statewide listening tour and morethan a dozen public hearings.Frontline Worker PayMinnesotans who did not have the option to workfrom home during the pandemic risked their healthand safety to ensure all of us could continue to receivemedical care, feed our families, depend on emergencyresponders, care for our children, and so much more.Frontline workers deserve so much more than a "thankyou," and that's why the Legislature created a new programto deliver $750 or more in bonus pay to theseheroic individuals.
