GOVERNOR PAWLENTY APPOINTS NINE TO ELECTRONIC REAL ESTATE RECORDING TASK FORCE -- October 27, 2005
 

Saint Paul - Governor Tim Pawlenty today announced the appointment of Timothy K. Anderson, F. Charles Baggeroer, Regina Brown, Teresa Bulver, Shirlee Heitz, Geri Kane, Frederic W. "Fritz" Knaak, Eileen M. Roberts, and Jinnelle Weis to the Electronic Real Estate Recording Task Force.  These members are appointed to new positions and will all serve three-year terms that commenced on July 1, 2005 and expire on June 30, 2008.

Anderson, of Mankato, is a senior attorney with AgStar Financial Services.  His practice includes banking and business, real estate, agricultural, and commercial law.  Anderson has been with AgStar since 1997, and previously was an attorney with the Pipestone law firm of O'Neill, O'Neill and Barduson.  His community activities have included participation in the Greater Mankato Chamber of Commerce Leadership Institute, AgStar's Leadership Development Program and membership in the Minnesota State Bar Association and Sixth District Bar Association.  Anderson is appointed as a representative of real estate lenders.

Baggeroer, of Minnetonka, is the director of the Government Marketing Group of Datacard in Minnetonka.  He has over 26 years of experience in the field of identity and transaction documents.  Prior to joining Datacard, he held engineering and product management positions with Honeywell, Control Data and data 100 corporations.  Baggeroer is a member of the International Association of Financial Crime Investigators, serves on numerous industry standards committees, has spoken at over 70 international seminars, and has provided training to Interpol, U.S. Secret Service, and other national police agencies and fraud investigators throughout the world.  Baggeroer is appointed as a representative of technical and industry experts in electronic commerce and electronic records management and preservation.

Brown, of Minneapolis, is the assistant vice president and manager of the Procurement Services Group in Post Closing Services with Wells Fargo Home Mortgage in Minneapolis.  Previously, she was a technology manager in servicing, escrow services supervisor, and held positions in cash management and customer service with Wells Fargo Home Mortgage.  Prior to joining Wells Fargo, Brown was a trust accountant for First Trust, a plan administrator for Great West Life Assurance Company and an owner/operator of a medical billing processing company.  Brown is appointed as a representative of mortgage companies.

Bulver, of Apple Valley, is the vice president of Pooling and Whole Loan Delivery with U.S. Bank Home Mortgage.  Her department is responsible for the delivery of loans into secondary markets.  Previously, Bulver was a closing manager with Bank of America Mortgage, vice president for closing and post-closing with GMAC-RFC Homecomings Financial Network, assistant vice president for secondary marketing operations, and a mortgage loan processor for Knutson Mortgage, and a loan application and closing clerk for Twin City Federal Savings and Loan.  Bulver is appointed as a representative of mortgage companies.

Heitz, of Big Lake, is a realtor with Dynamics Real Estate in Big Lake and has nearly 20 years of experience in the industry.  She is active with the National Association of Realtors, where she has served on the Board of Directors and numerous committees; the Minnesota Association of Realtors, where she currently serves on the Professional Standards Committee and has been a member of the Board of Directors, and its Executive Committee; and the North Metro Realtors Association, serving as president from 2001-2002.  She was named "Minnesota Realtor of the Year" in 1999-2000 by the Minnesota Association of Realtors, "North Metro Realtor of the Year" in 2002-2003 by the North Metro Realtors Association, and a "Super Agent" in 2003 and 2004 by Minneapolis/St. Paul Magazine and Twin Cities Business.  Heitz is appointed as a representative of real estate agents.

Kane, of Lakeville, is vice president and operations manager for Stewart Title of Minnesota.  Her responsibilities include managing the title production processes, overseeing the document recording process, recommending, implementing, and maintaining all existing and new technology within the company, and analyzing the needs of the business and trends in the field.  Kane has 23 years of experience in the title insurance industry.  She is a board member of the Minnesota Land Title Association, chairing its County Recorder Liaison Committee for the past five years; a member of Title Info Now!; and the Lakeville Chamber of Commerce.  Kane is appointed as a representative of title companies.

Knaak, of North Oaks, is the managing partner of Knaak and Kantrud as well as president of Ancona West Corporation, which operates as North Oaks Title, in Vadnais Heights.  He has been a practicing attorney in Minnesota for over 27 years in a number of different law firms.  During that time, he has also served as a city attorney for Fridley, Lake Elmo and Newport and legal counsel for the Forest Lake School District and White Bear Lake Conservation District.  Knaak was a member of the Minnesota Senate from 1983 to 1993 where he served on the judiciary and education committees and the education funding subcommittee.  Knaak is appointed as a representative of real estate attorneys.

Roberts, of Minneapolis, is a professor of law at William Mitchell College of Law in St. Paul, teaching courses in Property, Real Estate Transactions, Remedies, Land Use Survey, Comparative Land Use Seminar, and Drafting for Residential Real Estate Transactions.  She was elected "Teacher of the Year" in 2002 by William Mitchell Law School students.  Previously, Roberts was a partner with the law firm of Robins, Kaplan, Miller and Ciresi in Minneapolis, practicing in commercial real estate and land use law.  She is a member of the Minnesota State Bar Association and the Hennepin County Bar Association, where she chaired the Real Property Section in 1990-1991.  Roberts is appointed as a representative of real estate attorneys.

Weis, of Independence, is the executive vice president with Burnet Title, Inc., in Edina, and has served as a closer, closing manager, training director, and vice president of operations for the company during her nearly 25 years with First Security Title/Burnet Title.  Prior to that, she was a closing assistant and real estate closer for over eight years with Frederick Herfurth/Fox Herfurth Real Estate in Wayzata.  Weis is a member of the Minnesota Real Estate Services Association, where she was president for two terms in 1997 and 1998; and chairperson from 1999 to 2004 of the Minnesota Association of County Officers, Minnesota Real Estate Services Association, and Minnesota Land Title Association Joint Task Force.  Weis is appointed as a representative of title companies.

The Electronic Real Estate Recording Task Force was created by the legislature (Laws of Minnesota, 2005, Chapter 156, Article 2, Section 41) to implement and make recommendations for implementation of electronic filing and recording of real estate documents.  The Task Force consists of 17 members, including nine appointed by the Governor.
