He was involved in a three way primary recount with W. Casper Fischer and Mrs. Arloine Stearns in the 1962 primary election. The recount wasn't completed since Mrs. Arloine Stearns dropped her recount request after checking the results of a few precincts.

"Kelly has been an active participant in Lyon county DFL work, is chairman of the county's DFL committee and intends to caucus with the house liberal majority." ("Know Your Minnesota Legislature: Rep. J.J. Kelly." Minneapolis Star, Between November 1956-January 1957)

He ran unsuccessfully for the Minnesota House of Representatives in the 1962 election. He lost to W. Casper Fischer by 200 votes.
