State University Board

Function:

Manages state universities in Minnesota. Responsible for academic programs, fiscal management, personnel, admissions requirements, and rules and regulations.

1975 Laws of Minnesota, Chapter 321, Subd. 3. mandated: when the state college board has designated the state
colleges as state universities as provided in subdivision 1, the name of the state college board shall be changed to the state university board.

The state university system, community colleges, and technical colleges merged July 1995 and the Board authorization was repealed by 1995 Minn. Laws Chap. 212 Art. 4. Sec. 65. The merger of three systems resulted from legislation passed by the 1991 Minnesota Legislature. The 1991 law mandating the merger of the public colleges and state universities also created the Higher Education Board to guide the process. The merged system is governed by the Minnesota State Colleges and Universities Board of Trustees.

Membership:

9 members (including at least one student or recent graduate of the Minnesota state university system); appointed by governor; senate confirmation required; per diem and expenses; members file with Ethical Practices Board.

Note: Morris Anderson was appointed as interim chancellor in May 1997 and permanent chancellor in November 1998. Anderson's
contract expires in June 2001.

Notes:

The board expired on July 1, 1995 when the Higher Education Board became fully operational.
