Transportation Advisory Board

Function:

Advises the Metropolitan Council in developing plans and programs to meet transportation needs in the Twin Cities metropolitan area of Minnesota (Counties including: Anoka, Carver, Dakota, Hennepin, Ramsey, Scott, and Washington). The TAB serves as the certified Metropolitan Planning Organization in compliance with federal laws and rules, qualifying the region for federal transportation planning, operating, and construction funds. Participant in region's 3C transportation planning process. Provides a forum for deliberation on transportation funding issues. Reviews comments on the Regional Blueprint, the Transportation Policy Plan, and other significant planning documents. Also provides comments on developing transportation documents from other organizations (MNDOT, MPCA, MAC) that are related to regional transportation policy. Solicits and evaluates applications for transportation funding.

History:

"The Transportation Advisory Board (TAB) was created by the state legislature in 1974. The purpose of the TAB is to accomplish the responsibilities designated by state and federal law and regulation with regard to transportation planning and programming for the Twin Cities Metropolitan Area, comprising the counties of Anoka, Carver, Dakota, Hennepin, Ramsey, Scott, and Washington. The transportation planning process in the Twin Cities region is based on Minnesota statutes and the requirements of federal rules and regulations on urban transportation planning. The Metropolitan Council is the designated Metropolitan Planning Organization (MPO) and is responsible for the continuing, cooperative and comprehensive (3C) planning process in the Twin Cities Metropolitan Area. The TAB, along with the Metropolitan Council and Technical Advisory Committee, serves as the certified MPO in compliance with federal law and rules and thereby qualifies the region for federal transportation planning, operating and construction funds. Therefore, the TAB is a key participant in the region's 3C transportation planning process." (From: the Metropolitan Council website 2/2/12).

The TAB is a 34-member board is chaired by one member nominated by the body and then recommended to Council. That board chair serves as the liaison between the board and the Council.
