Statewide Geospatial Advisory Council

A statewide geospatial advisory council must advise the Minnesota Geospatial Information Office regarding the improvement of services statewide through the coordinated, affordable, reliable, and effective use of geospatial technology.

History:

Session Laws 2009 Chapter 101 Sec. 55. [16B.99] created the Geospatial Information Office. 2010 Minn. Laws Chap. 68 (SF 1270) made some changes to the Geospatial Advisory Councils and extended the expiration date to June 30, 2015.

2013 Minn. Laws Chap. 95 Art. 1 Sec. 2 amended Minn. Stat. 16E.30, Subd. 8 to create a single geospatial information advisory council. It eliminated the State Government Geospatial Advisory Council.

The Statewide Geospatial Advisory Council was reviewed by the Legislative Commission on Planning and Fiscal Policy (LCPFP) in 2013 as part of their biennial duty required by Minn. Stat. 3.885 Subd. 11. The LCPFP's 2013 Recommendations called for keeping the council.

Membership:

The commissioner of administration must appoint the members of the council. The members must represent a cross-section of organizations including counties, cities, universities, business, nonprofit organizations, federal agencies, tribal governments, and state agencies. N omore than 20 percent of the members may be employees of a state agency. In addition, the chief geospatial information officer must be a nonvoting member.

(c) Members of both the statewide geospatial advisory council and the state government advisory council must be recommended by a process that ensures that each member is designated to represent a clearly identified agency or interested party category. Members of the statewide geospatial advisory council must be selected in compliance with the state's open appointment process. Members of the state government geospatial advisory council must be appointed by the heads of their respective agencies or constitutional offices. One member of the state government geospatial advisory council must be appointed by the Legislative Coordinating Commission. Members shall serve a term of two years.
