Chemical Abuse Prevention Resource Council

Function: Advises the governor and legislature on all aspects of alcohol and drug abuse. Assists state agencies in coordinating drug policies, program, and services; oversees comprehensive data collection, research, and evaluation of alcohol and drug program activities. Evaluates whether law enforcement narcotics task forces should be reduced in number and increased in geographic size. Reviews and approves state agency plans regarding use of federal funds for programs to reduce chemical abuse or reduce the supply of controlled substances.
The Council shall submit a written report to the governor and the legislature describing its activities during the preceding year, describing efforts that have been made to enhance and improve utilization of existing resources and to identify deficits in prevention efforts, and recommending appropriate changes, including any legislative changes that it considers necessary or advisable in the area of drug chemical abuse prevention policy, programs, or and services.

18 members (the commissioners of public safety education, health, and human services; the director of State Planning Agency and Attorney General each appoint 1 member from among their employees; the speaker of the house and the subcommittees of the senate each appoint a legislative member; the governor appoints 10 members from throughout the state representing public health, education including preschool, elementary and higher education, social services financial aid services, chemical dependency treatment, law enforcement, prosecution, defense, the judiciary, corrections, treatment research professionals, drug abuse prevention professionals, the business sector religious leaders, religious leaders, representatives of racial and ethnic minority communities and other community representatives); public members appointed by governor; per diem and expenses.; Membership:
