Working Group on Violence Against Asian Women and Children

Function: To study the nature, scope, and prevalence of violence against Asian women and children in Minnesota, including domestic violence, trafficking, international abusive marriage, stalking, sexual assault, and other violence.
The commissioner of health, in collaboration with the commissioners of human services and public safety, and the Council on Asian-Pacific Minnesotans, shall create a multidisciplinary working group to address violence against Asian women and children by July 1, 2015.
History:
During the 2015 Minnesota legislative session, Asian advocates and law enforcement officials testified about the need for additional and improved data on the prevalence, nature and scope of violence against Asian women and children in Minnesota. A legislatively-mandated Working Group was convened to oversee a study focusing on domestic violence, abusive international marriage, trafficking, stalking, sexual assault and other violence.
The working group was required to submit its recommendations and any draft legislation necessary to implement those recommendations to the commissioners of health, human services, and public safety, and the Council on Asian-Pacific Minnesotans. The Council on Asian-Pacific Minnesotans was to submit a report of findings and recommendations to the chair and ranking minority members of the committees in the house of representatives and senate having jurisdiction over health and human services and public safety by February 15, 2017.
The working group sunset the day after the Council on Asian-Pacific Minnesotans submitted the report.
Membership:
15 members; representing the following groups: advocates; survivors; service providers; community leaders; city and county attorneys; city officials; law enforcement; and health professionals.
At least eight of the members of the working group must be from the Asian-Pacific Islander community.
