Justice Information Systems Advisory Council

Function: Advise the Minnesota commissioner of public safety concerning development, implementation, and maintenance of a comprehensive criminal justice information system in Minnesota; state plans and budgets relating to criminal justice information systems; policies and procedures relating to data privacy requirements and the security of data and facilities. Also, review relevant grant requests for federal and state funds from the Governor's Commission on Crime Prevention and Control.

History: The Council was created by Executive Order No. 100 (February 14, 1975) to advise the Public Safety Commissioner on all facets of a statewide criminal justice information system, including state system plans and data privacy requirements, and the security of data and facilities. The Council also reviewed all grant requests for federal and state funds from the Governor's Commission on Crime Prevention and Control for information systems and recommended action to the Commission.

The order created three systems committees in the areas of law enforcement needs, adjudication needs, and correctional needs which were appointed by the Commissioner of Public Safety. The chairs of each committee served on the Council. The other council members were the commissioners of administration and finance, a representative of the Supreme Court, a member each of the House of Representatives and the Senate, the executive director of the Governor's Commission on Crime Prevention, and three members appointed by the Governor.

The order also dissolved two existing bodies, the Minnesota Crime Information System (MINCIS) steering committee and the Statewide Criminal Justice Information Systems Policy and Review Board (which acted as the MINCIS Board).
Executive Order No. 100 was repealed on January 2, 1979.
