Rate Setting Task Force for Publicly Funded Health Care

Active dates:1995-1996
Function: The objective is to develop recommendations for a prospective rate setting methodology with a risk adjustment mechanism. The methodology should strike a balance in achieving the goals of efficiency, quality, and innovation, while maintaining consistency with federal requirements and affordability for the state. In addition, the methodology should be credible, based on actuarial principles, and be administratively feasible.

A report to the legislature is due by December 15, 1996.
History: The task force began meeting in September, 1995, and had four meetings that year.

The 1996 report linked to below notes that "issues closely related to those of this task force have been studied or are in the process of being studied by other groups. Examples of these groups are: a risk adjustment task force, a DOER/DHS integration task force, a medical education and research advisory group and others. Integration of these related activities will
be needed as the methodology moves toward implementation."
Membership: The Task Force consists of 30 individuals, 15 of whom are from outside the Twin cites metropolitan area: representatives of health plans, public program providers, disproportionate share and teaching hospitals, independent actuaries, counties, and consumers
