Automobile Theft Prevention Advisory Board

Function: The Automobile Theft Prevention Advisory Board was established to advise the Commissioner of Commerce on the distribution of grants under Minnesota Statute Section 65B.84.
History: In 1996, the Minnesota Legislature created the Auto Theft Prevention Grant Program. The program is funded from a surcharge collected from automobile insurance carriers that provide comprehensive insurance coverage issued in the State of Minnesota. The amount of the surcharge is $.50 cents per vehicle for every six months of coverage. Using this funding, the program makes money available through a competitive grant process for activities that address the problem of auto theft. The Advisory Board was established to advise the commissioner on the distribution of grants.

In July 2004, the Auto Theft Prevention Program was statutorily transferred to the Minnesota Department of Commerce. The Fraud Bureau has managed the program since 2009.

The Automobile Theft Prevention Advisory Board was reviewed by the Legislative Commission on Planning and Fiscal Policy (LCPFP) in 2013 as part of their biennial duty required by Minn. Stat. 3.885 Subd. 11. The LCPFP's 2013 Recommendations called for keeping the board and 2014 Minn. Laws Chap. 286 Art. 5 Sec. 5 clarified that the board did not expire in 2009 and remains in good standing.

Membership: As of 2013, 7 members; appointed by the governor; include representatives of law enforcement, prosecuting attorneys, the department of public safety, automobile insurers, and the public.
