Governor's Commission on Small Business Innovation Research Grant Programs

Function: The commission is to advise Perpich on development of a statewide network to help Minnesota's smaller high-technology companies obtain a greater share of research grants.
History:
The Federal Small Business Innovation Development Act directs that small firms get at least a fixed, minimum percentage of research and development awards made by federal agencies with sizeable R&D budgets. Under the Act (Public Law 97-219), each participating agency must create a Small Business Innovation Research Grants Program. SBA will coordinate and monitor the overall activities. The actual awards are made by the participating agencies.
The commission recommended establishment of Minnesota Project Innovation - a unique coordination program representing a statewide SBIR grant support network.
Membership:
S. Thomas Moser, partner in the Minneapolis office of Peat, Marwick, Mitchell & Co. (a predecessor of KPMG), was appointed chairman in September 1983.
