Off-Highway Vehicle Safety Advisory Council

Function: To advise the commissioner on: (1) off-highway vehicle safety; and (2) standards and certification for organizations and individuals participating as volunteers under the OHV Safety and Conservation Program. The Council's duties included: Review and comment on the 'OHV Trail Ambassador Handbook' and other materials; Recommend ideas for future program development; Solicit input on OHV safety items; Review and make recommendations on annual program goals and evaluate progress toward goals.
History: The 2007 Minnesota Legislature established an Off-Highway Vehicle (OHV) Safety and Conservation Program and Advisory Council to assist in safety and environmental education and monitoring trails on public lands.

Expired June 30, 2009 per Minn. Stat. 15.059 (still meeting after expiration as of 2013).

The Off-Highway Vehicle Safety Advisory Council was reviewed by the Legislative Commission on Planning and Fiscal Policy (LCPFP) in 2013 as part of their biennial duty required by Minn. Stat. 3.885 Subd. 11. The LCPFP's 2013 Recommendations stated: "The Environment Committees should consider whether the Off-Highway Vehicle Safety Advisory Council should be extended (it expired in 2009 per MN statutes 15.059 subdivision 5) or whether the council's duties are better assumed internally by the Department of Natural Resources."
