Pay-for-Performance Oversight Committee

Function: Identifies criteria to select one or more services to be included in the Pay-for-Performance pilot program; identifies the conditions of performance and desired outcomes for the people served by each service selected; identifies criteria to evaluate whether a service has met the performance conditions; and provides any other advice or assistance requested by the commissioner.
History: The Minnesota Pay-for-Performance Program was enacted in 2011 (M.S. 16A.93-4). Authorizing legislation directs the commissioner to appoint an oversight committee.

The Pay-for-Performance Oversight Committee was reviewed by the Legislative Commission on Planning and Fiscal Policy (LCPFP) in 2013 as part of their biennial duty required by Minn. Stat. 3.885 Subd. 11. The LCPFP's 2013 Recommendations called for keeping the committee.
Membership: The oversight committee must include the commissioners of the Departments of Human Services, Employment and Economic Development, and Administration, or their designees; a representative of a nonprofit organization with experience in performance contracting; and any other person or organization that the commissioner determines would be of assistance in developing and implementing the pilot program.
