Services to Persons with Developmental or Physical Disabilities Task Force

Function: The task force shall advise the commissioner relative to those laws which the commissioner is responsible to administer and enforce relating to developmental disabilities and physical disabilities. The commissioner also may request the task force for advice on implementing a comprehensive plan of services necessary to provide for the transition of persons with developmental disabilities from regional treatment centers services to community-based programs.
Active dates:1976 - 2014
History: The task force has not met recently but will be re-established in the future -- Executive Branch Advisory Groups Report (2013).

The Services to Persons with Developmental or Physical Disabilities Task Force was reviewed by the Legislative Commission on Planning and Fiscal Policy (LCPFP) in 2013 as part of their biennial duty required by Minn. Stat. 3.885 Subd. 11. The LCPFP's 2013 Recommendations called for the task force to be repealed and 2014 Minn. Laws Chap. 286 Art. 7 Sec. 14 contained the repeal.
Membership: The task force shall consist of persons who are providers or consumers of service for persons with developmental disabilities or physical disabilities, or who are interested citizens. Original law stated 11 members; specific membership requirement removed in 1983.
Notes: The statutory description of the task force name has changed over the years:

1976: "The Commissioner of Public Welfare shall appoint an advisory council of 11 members to be known as the advisory council for the mentally retarded and physically handicapped."

1985: "The commissioner of human services may appoint an advisory task force for persons with mental retardation, related conditions, or physical handicaps."

2005: "The commissioner of human services may appoint an advisory task force for services to persons with developmental disabilities or physical disabilities."
