State Innovation Model (SIM) Multi-Payer Alignment Task Force

Function: The SIM Multi-Payer Alignment Task Force engages a mix of public and commercial payers to achieve the goals of impacting a preponderance of care in Minnesota under the SIM grant, and efforts to move towards alignment in financial incentives, measures, and goals for health outcomes and cost reduction.
History: "The Minnesota Department of Human Services and the Minnesota Department of Health have appointed two task forces to support the Minnesota Accountable Health Model initiative, which aims to improve community health and ensure that every Minnesotan has access to team-based, coordinated, patient-centered care. The Multi-Payer Alignment Task Force focuses working to reduce barriers to health care delivery reform, and the Community Advisory Task Force, focuses on engaging communities and patients.

Minnesota was awarded a $45 million State Innovation Model (SIM) grant from the Centers for Medicare & Medicaid Services in February 2013. The initiative will use the funds between October 2013 to October 2016 to develop new ways of creating healthy communities and delivering and paying for health care."

Membership: Membership includes: Trade Associations for Self-Insured Employers representative; Seven Health Plans/Insurance Carriers (including Non-profit HMOs)/Private Insurers/County-based Purchasing Plans representatives; Two Local Government or Association of Local Government Payers or Insurance Pools representatives; One Self-Insured
Employers representative. In addition to members appointed through this process, the commissioner shall designate members from the following payers: State Employees Health Insurance Program (SEGIP), Medicare, Medicaid, and the University of Minnesota.
