Spinal Cord and Traumatic Brain Injury Advisory Council
Function: The advisory council shall develop criteria for evaluating and awarding the research grants under Minn. Stat. 136A.901 and review research proposals and make recommendations by January 15 of each year to the commissioner for purposes of awarding grants under Minn. Stat. 136A.901.

Senate File 766 (HF 777) created a spinal cord injury and traumatic brain injury research grant program, small business grant and loan program, and the establishment of a spinal cord and traumatic brain injury advisory council under the office of higher education. These bills became part of Senate File 5, the omnibus higher education bill for 2015.
The grant program awards grants to institutions in Minnesota for research into new and innovative treatments and rehabilitative efforts for people with spinal cord injuries and traumatic brain injuries. Fifty percent of the grant funds will be awarded for research involving spinal cord injuries and fifty percent to research involving traumatic brain injuries.
The Commissioner shall appoint the first members of the council by September 1, 2015. The chair shall convene the first meeting by November 1, 2015. Beginning in 2016: each January, the commissioner will submit a report specifying the institutions receiving grants and the purposes for which the funds were used.
As of 2015, 12 members. The commissioner will designate six of the initial council members to serve one-year terms and six to serve two-year terms.
