House Select Committee on Energy

Active dates:May 1978-December 1978
Authority:
Established by Representative Martin Sabo, Speaker of the House
Function: The Select Committee was asked to look into three areas of concern that fell generally outside the standing committee structure employed by the House. They areas were: development of appropriate alternative energy systems for Minnesota; issues of energy cost and energy pricing; and the impacts of energy on the economic development of Minnesota.
History: The House Select Committee on Energy was established by Speaker of the House, Martin Sabo on May 23, 1978.

Three subcommittees were appointed to focus on the areas of concern for the committee. Each of the three subcommittees held public meetings around the state during the summer and early fall of 1978. By the middle of October, the subcommittees had completed all public hearings and began to draft specific recommendations for consideration by the full committee. Beginning December 1st, the full committee held a series of meetings at which were heard reports from the three subcommittees. Recommendations presented by the subcommittee reports from the three subcommittees were heard and debated by the full committee. The House Select Committee on Energy officially terminated its activities on December 15, 1978.

The final report contains brief descriptions of the 59 concepts recommended by the House Select Committee on Energy.
Membership: The Committee was comprised of three members from each of eight standing committees of the House of Representatives -- Agriculture, Appropriations, Commerce and Economic Development, Environment and Natural Resources, Governmental Operations, Local and Urban Affairs, Taxes, and Transportation. These committees were selected for representation on the Select Committee because during the previous few legislative sessions they had been asked to deliberate on energy related issues.

Chair: Representative Ken Nelson (Minneapolis). Please see report below for a full list of members.
Notes: The 1979 Final Report includes a history of energy legislative actions and policy statements from 1972 to 1979.
