On November 16, 1988, the Governor's Commission on Cold Weather Research proposed the establishment of a cold weather resource center in "the nation's icebox," International Falls. Governor Rudy Perpich who appointed the commission and directed it to begin its study last May, said he will ask the Legislature to set aside funds to support the resource center.
In December, 1989, the U.S. Department of Energy approved Minnesota's request to use $700,000 from the Stripper Well Settlement Agreement to create the Center.
Newspaper articles incidate that the Cold Weather Resource Center closed after the Legislature failed to fund it in 2001.
