Governor's Council on Developmental Disabilities

Function:

Promote the development of a consumer and family-centered comprehensive system and coordinated array of culturally competent services, supports and other assistance designed to achieve independence, productivity, and integration and inclusion into the community for individuals with developmental disabilities (Developmental Disabilities Assistance and Bill of Rights Act- P.L. 103-230).

History:

The first Council was appointed in October 1971 in accordance with the authority prescribed to the Governor of Minnesota by the Developmental Disabilities Assistance and Bill of Rights Act [Section 122 (b) (A)]. The Act requires a state council "to serve as an advocate for all persons with developmental disabilities by carrying out activities in major areas of emphasis." [Section 124(a)].

The GCDD is funded under the provisions of P.L. 106-402. The federal law also provides funding to the Minnesota Disability Law Center, the state Protection and Advocacy System, and to the Institute on Community Integration, the state University Center for Excellence. The Minnesota network of programs works to increase the IPSII of people with developmental disabilities and families into community life. (from the Council's Website 1/26/11)
