Function:

Establishes the Health Care Reinsurance Association, a reinsurance pool for insurers of groups of small businesses, helping to spread the risk of insuring small groups. Insurance companies are required by Minnesota's HealthRight law (1992) to provide health insurance to businesses with 29 or fewer employees. (Source: Star Tribune, 2 July 1992)
