Juvenile Justice System Advisory Task Force

Function: To study the Minnesota juvenile justice system and make recommendations concerning: the juvenile certification process; the retention of juvenile delinquency adjudication records and their use in subsequent adult proceedings; the feasibility of a system of statewide juvenile guidelines; the effectiveness of various juvenile justice system approaches, including behavior modification and treatment; and the extension to juveniles of a nonwaivable right to counsel and a right to a jury trial.
History: Appointed by Governor Arne Carlson and Supreme Court Chief Justice A.M. Keith. The Task Force was mandated to report to the governor and legislature by December 1, 1993; task force expires after report is submitted (see final report linked below).
The task force expired December, 1993 per Laws of 1992, Chapter 517.
Membership: 20 members (4 judges, 4 legislators, 2 law professors, 1 county attorney, 2 local government representatives, 2 sheriffs, 2 public members, and 3 state government officials).
