    Description: Report, including proposed draft legislation, with recommendations for developing a rate methodology for the personal care assistance program similar to the disability waiver rate, with consideration for aligning any rate methodology with the collective bargaining agreement and negotiation cycle; as well as recommendations for ensuring adequate, competitive wages for direct care workers; and for developing methods and determining the necessary resources for more consistently collecting and auditing data from the direct care industry.
