The Minn. Dept. of Human Services shall consult with and incorporate the expertise of community-based providers of homeless youth services and other expert stakeholders to complete the report.
The "2007 legislative report" mentioned above was mandated by 2006 Minn. Laws Chap. 264 Sec. 13 Subd. 2 (Minn. Stat. 256K.45 Subd. 2), and is titled: "Report to the Legislature: Runaway and Homeless Youth in Minnesota."
The "other entities" mentioned above include: (1) Minn. Housing Finance Agency analysis on housing availability; (2) the Minnesota state plan to end homelessness; (3) the continuum of care counts of youth experiencing homelessness and assessments as provided by the U.S. Dept. of Housing and Urban Development (HUD) required coordinated entry systems; (4) the biannual Minn. Dept. of Human Services report on the Homeless Youth Act; (5) the Wilder Research homeless study; (6) the Voices of Youth Count sponsored by Hennepin County; and (7) privately funded analysis, including: (i) nine evidence-based principles to support youth in overcoming homelessness; (ii) the return on investment analysis conducted for YouthLink by Foldes Consulting; and (iii) the evaluation of Homeless Youth Act resources conducted by Rainbow Research.
This law also exempts Minn. Dept. of Human Services from producing the biennial report mandated by 2006 Minn. Laws Chap. 264 Sec. 13 Subd. 2 (Minn. Stat. 256K.45 Subd. 2) in 2023.
