Mandate Details

Description: Draft legislation for the 2022 legislative session to codify adult mental health services grant programs, including mental health crisis services; housing with supports for adults with serious mental illness; and projects for assistance in transitioning from homelessness (PATH program). The draft statutes should include, at a minimum, eligibility criteria, target populations, authorized uses of grant funds, and outcome measures for each grant.

Note: In coordination with the Office of Senate Counsel, Research, and Fiscal Analysis, the Office of the House Research Department, and the Revisor of Statutes. The adult mental health services grants mentioned above are authorized and funded under Minn. Stat. 245.4661 Subd. 9. According the the Minn. Dept. of Human Services, no legislation responsive to the mandate was introduced as a bill or amendment, or enacted in 2022. The legislation was introduced in the 2023 legislative session as part of the Minn. Dept. of Human Services policy bill: HF 1403 (as introduced), Art. 1, Sections 16-20. These changes, as modified by the Legislature, were also passed into law as part of 2023 Minn. Laws, Chap. 70.
