Recommendations and, if necessary, proposed legislation, for implementing a family-focused voluntary information sharing program intended to improve the effectiveness of public assistance programs and the delivery of services to families, including but not limited to the child care assistance program, Minnesota family investment program, supplemental nutritional assistance program, early learning scholarships, medical assistance, and home visiting programs.
