Reports from an analysis of the current rate-setting methodology for all outpatient services in medical assistance and MinnesotaCare, including rates for behavioral health, substance use disorder treatment, and residential substance use disorder treatment, including, in the final report, legislative language necessary to modify existing or implement new rate methodologies, with a new substance use disorder treatment rate methodology, and a detailed fiscal analysis.

Minn. Dept. of Human Services entered a two-year contract with the Burns & Associates division of Health Management Associates (HMABurns) beginning in August 2022 to provide technical assistance to DHS to complete this work.
