Mandate Details

Description: Report on (1) status of regulated cannabis industry; (2) status of illicit cannabis market and hemp consumer industry; (3) number of accidents, arrests, and convictions involving drivers who admitted to using (or tested for) cannabis or hemp; (4) change in potency, if any, of cannabis products on the regulated market; (5) progress on social equity; (6) racial and geographic diversity in the cannabis industry; (7) proposed legislative changes; (8) data on the adverse effects of second-hand smoke; and (9) recommendations for the levels of funding for education and training programs and other activities.

Note: In developing relevant recommended funding levels, the Office of Cannabis Management shall consult with local law enforcement agencies, the Minn. Chiefs of Police Association, the Minn. Sheriff's Association, the League of Minnesota Cities, the Association of Minnesota Counties, and county social services agencies. The funding recommendations are to cover: (i) public awareness of adverse health effects; (ii) education for those who are pregnant or breastfeeding; (iii) materials for home visiting programs; (iv) programs to educate middle school and high school students; (v) grants from the CanTrain, CanNavigate, CanStartup, and CanGrow programs; (vi) grants to organizations in social equity communities through the CanRenew program; (vii) training of peace officers and law enforcement agencies; (viii) training drug recognition experts; (ix) training of peace officers on the cultural uses of sage; (x) retirement/replacement of drug detection canines; and (xi) the Minn. Dept. of Human Services and county social service agencies to address any increase in demand for services.
