Mandate Details

Description: Report on recipients and results of funding to: (a) implement watershed-based plans; (b) protect/restore surface and drinking water; (c) fill gaps in technical assistance, citizen and community outreach, compliance, and training and certification; (d) measure value of local conservation programs; (e) implement riparian protection and soil loss requirements; (f) establish a working lands floodplain program; (g) establish conservation easements on wellhead protection areas; (h) form a technical restoration evaluation panel; (i) transition local water management plans to a watershed approach; (j) improve multipurpose water management; (k) purchase conservation easements by public waters; (l) produce county, watershed, and statewide estimates of soil erosion; (m) develop a water legacy grant program; (n) establish conservation easements for wetlands and uplands; (o) enhance adoption of cover crops and other soil health practices; and other activities

Note: In consultation with the Minn. Dept. of Natural Resources, Minn. Dept. of Health, Minn. Dept. of Agriculture, and the Minn. Pollution Control Agency. The Minn. Board of Water and Soil Resources must contract for delivery of services with Conservation Corps Minnesota for restoration, maintenance, training and other activities. The Minn. Board of Water and Soil Resources may shift grant, implementation, or easement funds and may adjust the technical and administrative assistance portion of the funds to leverage federal or other nonstate funds or to address oversight responsibilities or high-priority activities consistent with local water management plans. The Minn. Board of Water and Soil Resources must require grantees to specify the outcomes that will be achieved by the grants.
