Final report with findings and recommendations on proposed Minnesota Health Plan feasibility and affordability, with documentation of technical assumptions; description of methodology; sensitivity of results to variations in assumptions; and data sources and robustness of information used; as well as the proposal's projected impact on: coverage; benefit completeness; underinsurance; system capacity; health care spending; changes in cost of insurance, billing, underwriting, marketing, evaluation, and other administrative functions; changes in prices for medical services and products due to negotiation; impact on utilization, health outcomes, and workplace absenteeism; shortages or excess capacity of medical facilities, equipment, and personnel; impact on state, local, and federal government non-health-care expenditures; job losses or gains within the health care system; impact on disparities in health care access and outcomes; and care coordination and case management
