The 20th Anniversary of MinnesotaCare
This year marks the 20th anniversary of the
passage of legislation that created MinnesotaCare, the state’s health insurance
program for low-income citizens (1992
Laws of Minnesota,).
The program celebrates this milestone at a time when the State of Minnesota is
working to implement the federal Affordable Care Act. As part of this planning
effort, MinnesotaCare will likely be the focus of much discussion as
policymakers examine the state’s current health programs and policies.
The Legislative Reference Library has been collecting reports
that document the history and development of MinnesotaCare since its inception.
In particular, the Minnesota House Research Department’s annual reports, The
MinnesotaCare Program (1994 to 1998) and MinnesotaCare
(2002-2012), provide historical data on program finance, eligibility
requirements, and recipients.
