Tax Reform
Minnesota Revenue Commissioner Myron Frans has been traveling the state soliciting ideas for tax reform; he hopes to put together a tax reform proposal for Governor Mark Dayton for consideration by the 2013 Legislature. Earlier this year, a legislative proposal to establish a tax reform commission was vetoed.
Large scale examinations of Minnesota’s tax structure occur every couple of decades. The best-known former tax commission study, informally known as the Latimer Report, was published in 1986. A recent Fiscal Focus article, “Lessons from 60 Years of State Tax Commissions,” summarizes the factors that prompted each major tax study and each study’s results.
Frans claims he has no intention of adding to the stack of reports on earlier tax reform efforts, according to a Politics in Minnesota article published last March. Previous tax reform commissions have all published their findings in reports. The reports are available electronically here:
