Rising Salt Levels
Winter is coming and so is road salt. In April of this year, the Proceedings of the National Academy of Sciences published a study entitled Salting our Freshwater Lakes, a look at the long-term chloride trends for 371 lakes in North America. This study warns that many lakes in the Twin Cities area may be unable to support aquatic life by 2050 due to rising chloride levels.
The Minnesota Pollution Control Agency issued a Twin Cities Metropolitan Area Chloride Management Plan in February of 2016. It notes that water quality is not the only factor driving the need to reduce chloride in our waters. Improved practices for anti-icing and deicing roads, parking lots, and sidewalks can also lead to long-term cost-savings through reduced salt purchases and reduced corrosion of vehicles and infrastructure. The plan's detailed implantation strategies are intended for both protection and restoration and allow stakeholders and regulators flexibility in the type of best management practices and the timing of implementation.
During the 2015 Minnesota legislative session, a law passed requiring Minnesota Management & Budget to conduct a cost analysis of complying with current and future water quality regulations. Chloride was one of the five pollutants identified for inclusion in the Engineering Cost Analysis of Current and Recently Adopted, Proposed, and Anticipated Changes to Water Quality Standards and Rules for Municipal Stormwater and Wastewater Systems in Minnesota. Rather than road salt, this analysis looks at ways to remove pollutants from municipal wastewater discharges to surface water and the costs associated with their removal and/or source reduction.
