Governor Mark Dayton
State of Minnesota
116 Veterans Service Building

St Paul MN 55155

Governor Dayton:

Thank you for your letter articulating the urgency of addressing the premium increases faced by
Minnesotans in the individual insurance market. We stand ready to engage in discussions to
reach a solution.

As you know, ten days ago, the House DFL offered a concrete, practical short-term solution that
provides immediate relief to Minnesotans facing the premium increases. The proposal would cap
premiums at 10% of individual income and provide a prospective rebate to Minnesotans who
must pay premiums in excess of that. It is similar to a proposal that Senator Schmidt and
Representative Davids introduced last year (although that was a tax credit). Senator Schmidt
carried the proposal into the tax conference committee but it stalled there. The proposal is also
very similar to the Senate DFL proposal made last Thursday.

Since we introduced our proposal, I've directed several members of our caucus who work on
health care and insurance issues to continue to develop the proposal and reach out to the
administration, agencies, and other caucuses. They are doing so. I've spoken with Majority
Leader Bakk and other Senators to work toward a resolution. And I've called Speaker Daudt and
we've spoken about some potential next steps which would include other members of his caucus
as well.

I look forward to continuing these discussions.

Sincerely,

Paul Thissen
House DFL Leader
